What Is a Floodplain and Why Are Floodplains Regulated?

A floodplain is any land area that is susceptible to being inundated by floodwaters from any source. Natural floodplains play a critical role in reducing flood risk by slowing stormwater runoff and temporarily storing floodwaters. They also provide important environmental benefits, including valuable habitat for native species, erosion control, and increased biological productivity.

Due to its low-lying coastal location, Chatham County is especially vulnerable to flooding. To help reduce flood risks and protect residents and property, the County regulates development within the Special Flood Hazard Area (SFHA).

How Is Chatham County Mitigating Flood Risk?

Chatham County participates in both the National Flood Insurance Program (NFIP) and the Community Rating System (CRS).

The NFIP, administered by the Federal Emergency Management Agency (FEMA), allows property owners in participating communities to purchase flood insurance. In return, communities agree to adopt and enforce floodplain management regulations that reduce future flood damages.

The CRS is a voluntary incentive program that encourages communities to implement floodplain management practices that exceed NFIP minimum standards. Communities that meet higher standards receive CRS classifications, which result in discounted flood insurance premiums for residents due to reduced flood risk.

Unincorporated Chatham County is a Class 5 community in the CRS program. This classification provides residents with a 25% discount on flood insurance premiums, reflecting the County’s commitment to strong local floodplain management policies.

Floodplain Development Standards in Unincorporated Chatham County

One key way Unincorporated Chatham County protects residents and property within the SFHA is by enforcing a freeboard requirement.
  • All new homes and substantial improvements must be elevated at least three feet above the Base Flood Elevation (BFE).
  • All electrical components, plumbing fixtures, and ductwork must also be elevated to BFE + 3 ft.
These standards help reduce flood damage, protect structures, and enhance long-term community resilience.
